Provide OSGi meta-data in common jars

Greetings.

I'm contributing maven plugin configs to allow mutiny jars to run properly in OSGi env.

Some of the mutiny jars depend upon smallrye-common jars...e.g. annotations. Would you accept adding maven plugin invocation to gen osgi meta-data on build? Just as an example, here is what the mutiny core metadata looks like.

My policy for OSGi metadata contributions is currently as follows:

• I will accept a PR for adding OSGi metadata using a Maven plugin configuration of some sort as long as everything passes (build- and test-wise) and the POM is kept tidy.
• However, if at any future point in time that Maven plugin causes the build to break in any circumstances (including updating the build CI with a more recent JDK), I will revert the commit, and follow up with an issue assigned to the original contributor. If the contributor responds in a timely fashion with a fix, then the above first point applies and the cycle repeats, otherwise the next release may not have the OSGi metadata included anymore.

If that sounds acceptable to you, then go ahead with a PR and we'll proceed.

@dmlloyd: when is the next release planned for the smallrye-commons project? At that point, can I expect that the release will be available via maven central?

Let me review the PR situation and I can probably cut a release today sometime unless I find a good reason not to. Usually it only takes a few minutes for a release of this project to percolate up to central.
