[Bug]: Param Validity Checks in Wrong Order #1261

@miqrogroove

Description

@miqrogroove

Steps to Reproduce

Execute a step ca certificate command with an invalid file path.

Your Environment

  • OS - Ubuntu
  • step CLI Version - 0.27.2

Expected Behavior

Check the path params before retrieving a certificate.

Actual Behavior

Step-CLI retrieves a certificate and fails to save it. This creates a situation where a certificate has been issued, transmitted, and now can't be accessed. That certificate needs to be revoked, but the client doesn't even have the serial number.
