Description

This issue was seen on 201911 image and cause log analyze failed. I run into this error on acl test, and this error happened on other test case too.

Error log:

@Junchao-Mellanox , did you put the certificate inside the switch, I have the same issue and check the history of this PR #3759, it enables the security mode for telemetry when generating the minigraph file, if no certificate file found, the telemetry will be not up

@Junchao-Mellanox , you can try to create the folder directly and put the key / certifacte inside this path
