Why I did it
Reverted dhcp6mon since dhcp6relay provides its own counter, and edited dhcp_relay docker files to run dhcpmon for dhcpv4 only
How I did it
Revert two dhcp6mon PR's, start dhcpmon for dhcpv4 only
How to verify it
Tested on kvm. Send DHCPv4 packets and check syslog for dhcpmon counter output
