one observation on this: some of the explanations in the annex use mathematical language and while this may be common/understandable for some developers, it does not seem to be user-friendly to a wider audience that may included non-developers and non-native English speakers, etc.

discussed on 10/27 call - we do have other documentation that may be an easier starting point. Consider if maybe a re-ordering of things to be more technical stuff later and lead with more explanatory text?
