Add a persisted Appearance setting that hides the GitHub and Linear badges in the Tasks sidebar button for users who do not use those integrations.

Note: src/main/codex-accounts/service.test.ts has a pre-existing flake in this environment when run in isolation; the other targeted tests passed.
