Stable version 13.0

This is the first release in the stable version 13 branch.

We plan to build windows binaries, but they will be unsigned so Windows may have issues with them.

Development snapshot 2025-10-12

This is a snapshot of the master branch containing all improvements and bug fixes made since the v12 release. It has no known regressions and is considered sufficiently stable for general use. There have been changes made to the vvp file format, so files compiled by v12 may not work with vvp built from this snapshot and vice versa.
