[Feature Request] Configurable C2Q backoff factor

Allow the user to provide a C2Q delay growth threshold for choosing contour during sequential setup & hold constraint search.

delay_growth_threshold (or maybe c2q_backoff_threshold?) would be a good name for this key in the yaml. The 20% back-off here is the number used in Salman et. al's paper; that gives us a good default.

I think I understand the request - you'd like to add a configurable backoff factor to the C2Q delay growth threshold during sequential setup & hold constraint search. This sounds like a great idea, and I agree that delay_growth_threshold or c2q_backoff_threshold would be a good name for this config key. I'm curious, have you considered how this threshold would interact with the existing 20% backoff used in Salman et al's paper - would you want to make it a multiplier or a fixed value?
