Currently, we support multiple hooks, such as the minting fee hook and the receiver check hook, through the LicensingModule when minting a license token and registering a derivative. There are new requirements to support filtering the minter of the licensing token. Instead of adding more hooks individually, it would be more effective to use a unified hook to serve all these purposes.
