[BUG] Understand how "My country is not listed" should work for Document + ID number check

Summary

When "My country is not listed" is clicked, this seems to just restart the verification process on the consent screen. Is this intended?

Code to reproduce

1. Create a VS with https://docs.stripe.com/api/identity/verification_sessions/create#create_identity_verification_session-options-document-require_id_number set to true
2. Submit document ID
3. On ID number page, click "My country is not listed"

Expected:

• Allow users to proceed/submit

Actual:

• Asked for consent again
