@bitjammer, this passed the CI with the two linked pulls, looking for review so I can get this in before the upcoming 5.9 branch. Please don't merge though, as the remaining LLVM pull will have to be merged first. |

This will depend on getting swiftlang/llvm-project#6456 and swiftlang/swift#64365 in first, and make sure this doesn't regress again.
@shahmishal, would appreciate your help in getting these three pulls in cleaning these runpath issues up before the 5.9 branch.
