Add a way to limit the amount of data returned

Sometimes I find an agent stumble across a long function in a program, and it'll completely fill the context. It would be nice if there were a way to limit the chances of that happening.

Some situations I've had this happen:

• Long functions (usually it's the decompiled output that is the longest)
• Large structures (several thousand bytes long) with a lot of undefined fields

@tassa-yoniso-manasi-karoto that can improve things somewhat, but there are still situations that a single tool call can return more than the entire context window of some agents. Some sort of upper limit would be nice to be able to enforce.
