Enhancing DNSNet to more polished

Two enhancements that I very miss on DNSNet

1. Persistent / Sticky Notification
   
   When I clear notifications automatically(OneUI) or want to delete manually notifications,a lot of times I delete DNSNet notification by mistake. I would like to always have option to see this necessary noti on my screen

2. Reorder / Rearrange settings;
   While pressing and holding Filter list/DNS servers (in future maybe anything else) switch position
