Content Suggestion
Currently, the ["Create a Namespace" docs|https://docs.temporal.io/cloud/namespaces#create-a-namespace] provide limited (and slightly incorrect) information about how the Namespace limit gets raised.
It says that the limit is raised as namespaces get created, but the limit is actually raised when all namespaces experience "appreciable RPS/APS".
We can improve this documentation by providing more specific guidance that the limit is increased when "all current namespaces have scheduled or running workflows" (Or something to that effect)
