CLDR-18429
Now that 47.0 is released, update CLDR_VERSIONS(ToolConstants.java) and CldrVersion(CldrVersion.java) to include 47.0 as the last released version.
This was not done for CLDR-18401 "Update CLDR versions..." in #4481 since - as mentioned in that PR - at that time 47.0 was not yet released.
After updating, ran
and then
mvn packageto verify.ALLOW_MANY_COMMITS=true
