[Bug]: Duplicate domains in report

Describe the bug
Sometime domains appear duplicated in the record overview.
The reason is that the policy (report_stats.policy_pct) column is sometimes NULL, while the same domain has another value in another report (e.g. NULL and 100%).

To Reproduce
No idea.
Probably multiple reports come in, and some report contains 100%, and another report contains no value for it.

• 4 Organizations in my database have policy_pct = NULL values in their reports: GMX, mail.com, mx-cix.de, web.de
• 135 others have non-null values

Expected behavior
No duplicate domain rows in the UI.

My DMARC DNS enty does not contain a pct value, so the default of 100% applies:

All messages from this Organizational Domain are subject to this policy (no "pct" tag present, so the default of 100% applies)

The reports are stored with a value of NULL in the database, so we have the problem here.

One solution would be to cast NULL sampling rate values (pct) to 100 during import via https://github.com/userjack6880/Open-Report-Parser.
Another one would be modifying the report_stats view to see NULL values as 100.
