This should be reviewed properly, because this essentially specifies a policy for platform support. I've left Tier 2 intentionally a bit vague, we can narrow that down a bit more later if we want.
The new table is a bit smaller and easier to read. I've also flipped the axes so that it's less wide. Note that it's no longer based on whether uutils compiles, but only on whether the feature flag for each platform enables the util. It should therefore only contain platforms from tier 1 that are tested in CI.
