This effectively overrides that file, right? https://github.com/coreutils/coreutils/blob/master/.gitmodules

nope, it adds

[submodule "gnulib"]
	url = https://github.com/coreutils/gnulib.git

in .git/config

git submodule update --init --recursive --depth 1
