Bump icu crates from 2.0.0 to 2.1.1

This PR manually bumps all icu crates from 2.0.0 to 2.1.1. renovate tries to update icu_provider in #9070, but leaves most other icu crates at 2.0.0, which causes compilation errors in the CI.
