Make userContext properties mandatory for events #1071
Description
When #1046 lands, it adds userContext properties to the payload of events where browsing contexts are returned for the events. It makes the addition of the userContext ID optional. Making them optional is a compromise for clients to adapt to the presence of these properties in events and to give implementations time to implement the inclusion of this information into the event payloads. Ideally, these properties should be mandatory.
