Prompt vs Unhandled Prompt Behavior

The spec is mixing what happens when a prompt appears, with what happens when a user does something non-prompt-related after a prompt appears.

WebDriver Classic is about the latter, so changing it to the former for WebDriver BiDi is not backwards compatible. If we only want to specify the former in the spec, we should at least change the capability name so there is not confusion.
