Brief explanation of the requested feature.

I have a windows arm laptop and i tried to install wasm-pack via pnpm. However i ran into this error as there are no prebuilt binaries for windows arm. It would be nice to have prebuilt binaries.

Github recently added runners for windows on arm (https://github.com/orgs/community/discussions/155713).
