Right now we have webgpu on wasmtime 31. We'll need to update webgpu to this version of wasmtime. Let's hold off merging until after Monday's webgpu demo at wasmcon, then make this change.

now that wasi-gfx is integrated here, this is blocked on wasi-gfx switching to Wasmtime 38
