Similar to #12 (though not depending on it) this PR adds the prodigy_to_tsv command which allows you to convert prodigy format jsonl files into tab separated values (tsv) files with each token and annotation represented on one line: e.g.:

11	o
.	o
	o
Betel	b-r
-	i-r
quid	i-r
and	i-r
areca	i-r
-	i-r
nut	i-r
