Don't change the "recommended" version from 2022, because there might still be some incompatibilities that weren't immediately obvious in local testing.

Amazing @mitchhentges, thanks so much for the contribution! With some extra testing and updates to our CI, it would be great to make this the default soon.

gvsbuild build --from-scratch libjpeg-turbo, and it seems happy!
