Add environment variable for "disable_functions" and potentially "disable_classes" php.ini configs

It'd be nice if we had an environment variable that provides default values for the disable_functions php.ini config.

Although not as pressing, we can also include one for disable_classes too.

It's useful for testing/security purposes if the user requires a more locked down environment without having to mount custom ini files.
