Re-enable jazzdelightsme.WingetPathUpdater in Windows Server 2025 CI

Changes proposed in this pull request:

• Re-enable jazzdelightsme.WingetPathUpdater in Windows Server 2025 CI.
• The use of jazzdelightsme.WingetPathUpdater was briefly removed in Fixes the failure of nativeTest under GraalVM Native Image due to changes in the winget package #37724 . However, jazzdelightsme.WingetPathUpdater has recently been reinstated in microsoft/winget-pkgs, see jazzdelightsme.WingetPathUpdater is no longer available on winget jazzdelightsme/WingetPathUpdater#9 and Bring back WingetPathUpdater, v1.3, with better download program microsoft/winget-pkgs#340129 .
