This issue has been verified using Visual Studio 17.11.0 Preview 3.0(8.0.61). Can repro on iOS platform.

@maonaoda As a workaround, the issue can be resolved by setting ItemSizingStrategy to MeasureFirstItem. Xamarin discussion for reference: 13323
