There are many requests that allow the user to set a few timeouts on. This class will allow requests impl'd in HLRC to extend from, and allow users to set those values without significant work to add them to every request.

The old MasterNodeRequest and friends have methods that take a string representation of a TimeValue. Should this class include similar convenience methods?

oh, id def think we should not have convenience methods here. They can convert.

im not sure how we do javadocs WRT getters/setters. I only put it on the setters cuz it was already in the interface for AckedRequest, but thats probably because it was just an interface. Id rather remove them both :)
