Before ml starts to migrate its configs a snapshot is taken which should never be overwritten. However, if the migrator does try to re-write the snapshot the VersionConflictException will repeatedly spam the log file and block migration.
The test that found the problem was a little contrived and artificial but the error could happen if the master node changes during migration.
