Unpin duckdb in CI

Follow up on/revert of #3136

• For ibis we need a new release compatible with duckdb 1.4
  • fix(duckdb): support duckdb 1.4.1 ibis-project/ibis#11666
• For tea-tasting see, follow downstream issue
  • CI failing for duckdb 1.4 e10v/tea-tasting#194
• DeprecationWarning: duckdb.typing is deprecated and will be removed in a future version. Please use duckdb.sqltypes instead. eakmanrq/sqlframe#531

Just a FYI, saw this warning in our CI PYTHONWARNINGS="error" python -c "import duckdb.typing" (narwhals uses this import).

we may want to consider just making a separate ci job that only runs ibis tests, so we can remove ibis from the other ci jobs and we won't be affected by their bugs / incompatibilities

@hoxbro the "weird" thing is that we test the nightly build, and even now (after duckdb 1.4.1 release), the duckdb 1.5.0.dev version raise an issue when trying to import duckdb.sqltypes:

FAILED tests/repr_test.py::test_repr - ModuleNotFoundError: No module named 'duckdb.sqltypes'

On the other hand, this works fine for 1.4.1 version 😭 we might need to wait for a re-build of the nightly version, which they did for 1.4.2.dev (see pypi)
