Ian reported noisy x264 encoder info logs when trying out
viamrtspwith passthrough off (GetImages path) coming through as warnings. This PR consumes pion/mediadevices#685 and uses theLogLevelparameter to only log true warnings and errors to reduce log noise for users.Manual Testing
