This commit adds Delete Repository, the associated docs and tests for the high level REST API client. It also cleans up a seemingly innocuous line in the RestDeleteRepositoryAction and some naming in SnapshotIT. Relates elastic#27205

THe second part should use addPathPart and go through escaping, given that it's user provided.
